Africa Leadership Institute (AFLI) is a learning, research, adaptation and advocacy think tank that also implements socio-economic development initiatives for improved human well-being, particularly among peripheral and cross border communities.
Founded in 2003 and registered as an NGO in 2004, AFLI’s programs focus on addressing the gap in policy research leading to: evidence based advocacy; informed decision making; behavioral change; design and implementation of appropriate project interventions aimed at improving livelihoods, food and environmental security; establishing community based information management systems and disaster risk reduction; strengthening community- facility linkages and referral systems and contributing to better health outcomes.
Our governance and human rights program component to which the Parliamentary Performance Scorecard and Civic Engagement Project (PAPSCE) falls focuses on: a) bridging the disconnect between leaders in positions of responsibility(duty bearers) and the people(rights holders) they serve at household, community, local and national government levels, and b) strengthening public scrutiny of leaders and governance institutions.
The PAPSCE project aims at enhancing the democratization process in Uganda through facilitating “Active and Informed citizenry that demands for accountable and responsive leadership”. The goal is to ensure that those mandated (obligated) to serve the public, protect people’s rights, make laws and take key decisions at household, community, local and national government levels, actually do fulfill their obligations. This project also meaningfully contributes to enabling the rights-holders or citizen have access to vital information and expanded opportunities to make choices and good use of the services, favorable policies and non-repressive legal and socio-economic operating environments created to improve their wellbeing or quality of life.
AFLI through the PAPSCE project, therefore, champions on the one hand accountable and responsive leadership at all levels and active and responsible citizenry on the other. AFLI also engages at regional and even wider levels in influencing policies and strategic actions of governments, development partners and other stakeholders to promote excellence in leadership, governance, peace and security, health and socio-economic development.
