Has government invested enough in the agriculture sector, to promote local productivity?

My understanding is agriculture is the main sector of our economy and it employs more than 70% of the entire population and 85% are dependant on this sector. If this is true, has our government invested enough in this sector, and what percentage does it take on the entire national budget?
I don’t think government has invested enough in the agricultural sector. Agriculture being the backbone of Ugandas economy should have been the first priority on when it comes to investment by the government.
Farmers need to be equipped with modern day knowledge on farming and Also be supported with the relevant equipment and farm inputs they may require.
If you are asking about direct investiment, the answer is totally no but if its indirectly then it has tried fairy well through infrastructure development, security and many more.
