How is the government prepared for a second wave of the pandemic?

How is the government prepared for a second wave of the pandemic?

Many people have donated money and others have donated vehicles as a response to the pandemic. It is suprising that we are buying vehicles and not equiping the hospitals with the basic equipments and refabrishing the wards in case of a second wave with all the donations recieved. Our leaders are opting for soft expenditure and Pay outs for Allowances that do not have any long lasting impact to the nation and to the development of the health sector.
